Duluth Police released surveillance video on Friday of an alleged assault that took place between 34-year-old Police Officer Richard Jouppi and a 50-year-old wheelchair bound man.
Officer Jouppi has been placed on paid leave following the incident in which he slammed the handicap man to the ground.
