When 30-year-old Odessa Clay of Pamlico County, North Carolina let her 11-year-old get a tattoo she clearly wasn’t thinking of the legal ramifications. Maybe she considered getting a tattoo along the same lines as getting an ear piercing?

Heavily tattooed 30-year-old Odessa Clay says she allowed her 11-year-old daughter to get a get a tattoo of a heart on her upper right should because she said she wanted one. Clay told WCTI-TV she did not know that tattooing a minor is illegal; she thought it was permissible with a parent’s permission.

Clay said that she performed the tattoo herself after numbing her daughters arm. North Carolina prevents anyone under the age of 18 from getting a tattoo.

Odessa Clay has not been charged with Child Abuse but is expected to appear in Court next month.
