A Philadelphia Police Officer snaps, and punches a woman in the face for what appears to be no reason.

It is suspected that the officer was shot with silly string, and he took out his aggression on the woman. After she was punched in the face and bleeding on the ground the officer roughly hand cuffed her.

The incident occurred at the 50th anniversary of the Puerto Rican Day parade in Philadelphia.
